Why CSLEDD Is Considering Expansion

Planning Thoughtfully for the Future of the I-49 Corridor

Central St. Landry Economic Development District (CSLEDD) is reviewing a proposed expansion of its district along the I-49 corridor. To help explain the proposal, it may be useful to first consider the purpose behind it.

Why Is Expansion Being Considered?

The purpose is practical and forward-looking: as the I-49 corridor continues to grow, coordinated planning can help address needs related to infrastructure, access, safety and long-term investment.

The proposed expansion would extend the district along I-49 from just north of the Grand Coteau/Sunset area north toward Exit 23 at Nuba. The official expansion map identifies the specific parcels proposed for inclusion and shows how those parcels relate to the existing CSLEDD boundary and the proposed expanded spending boundary.

Preparing Before Growth Creates Pressure

Economic development is often most effective when communities plan ahead, rather than waiting until growth creates more immediate needs.

Businesses considering expansion or relocation look at more than available land. They consider access, water, wastewater, lighting, safety, infrastructure capacity and the overall environment surrounding their investment.

When needed infrastructure is not yet in place, communities may have fewer business opportunities to support jobs, services and future investment.

For that reason, CSLEDD has focused its resources on projects that strengthen the I-49 corridor and help create conditions where private investment can be encouraged.

The proposed expansion would allow the same planning-focused approach to infrastructure investments to be considered for additional areas along the corridor.

Building on an Established Approach

CSLEDD's existing district has shown how dedicated economic development resources can be reinvested in projects that support the corridor over time.

The district has participated in water and wastewater infrastructure improvements, invested in I-49 lighting, supported corridor maintenance and security needs, and made strategic investments in economic assets such as the Louisiana Equine Sales and Event Center.

These investments have been intended to respond to real needs while helping strengthen the corridor for future private business development in Opelousas and St. Landry Parish.

Together, they reflect a broader effort to improve infrastructure, enhance the corridor and support opportunities for additional private investment.

CSLEDD also looks for opportunities to leverage local resources through public partnerships. For example, the district invested $800,000 toward an approximately $8 million I-49 lighting project with and through the State of Louisiana.

This reflects an important part of the economic development model: Local investment can help attract and leverage larger investments.

Why the I-49 Corridor Matters

I-49 is more than a roadway through St. Landry Parish.

It connects local communities to regional markets, provides access for businesses and industry, and serves as one of the primary gateways into St. Landry Parish.

As activity continues along the corridor, the infrastructure that supports that activity becomes increasingly important.

The proposed expansion would give CSLEDD the ability to plan for those needs across a larger, more connected portion of I-49.

Expansion as a Tool for Investment

When a district expansion is discussed, it is natural for the public to ask how much additional revenue may be generated.

That is an important question.

A second question is also worth considering: What can that investment accomplish?

CSLEDD's past work helps illustrate what dedicated economic development resources can support.

Those resources have been used for tangible projects that improve infrastructure, safety, appearance and economic opportunity along the corridor.

The proposed expansion is intended to build on that record in a careful and measured way.

It would help ensure the district has the resources and geographic reach to consider future needs before they become barriers to growth.

St. Landry Parish has an opportunity to continue strengthening one of its most important economic corridors.

Doing so requires planning, infrastructure, investment and continued attention to long-term needs.

It also requires a shared vision that considers what businesses, residents and visitors may need in the years ahead.
